They’re in front of the warp core with the camera looking down from the top of it. The rest of the crew is asleep to protect them from a spacial anomaly, and Phlox needs to start the warp reactor to get them out of it (the anomaly expanded while they were transiting it). I think the camera angle is that way to make the warp core more intimidating.
