Britain has been the world leader in signals intelligence for nearly a century. Much of the Snowden leaks pertained to intelligence gathering the NSA outsources to British intelligence.
And let’s not forget all that CCTV surveillance kicking off since like the 1960s. There’s an estimated 7 million surveillance cameras in that little country.
Physical surveillance probably (China going for the gold soon?), but I don’t think anybody has NSA beat when it comes to digital surveillance.
