They should just privatize them like we did in the US. Worked out GREAT for us!

We’re halfway there already, it’s been pretty much all private contractors that sign off on their own work doing prison construction and works for a decade or so now.
I’d be surprised if at least some of the operational stuff wasn’t also farmed out to private orgs.
