This is stupid. The issue is that there’s not enough doctors to go around and so there’s not much you can do to solve except solve it for once and for all. That requires hiring more doctors and making being a doctor a more attractive prospect. But it also requires a massive investment in health technology and deploying a unit in every house that can do basic diagnosis, triage, deal with minor issues and give basic advice and only put patients through to doctors that actually NEED to speak to a human doctor.
